When a new mayor forces Batman and James Gordon into retirement, replacing them with a new police chief and the Metal Men, a deadly crisis erupts: the Wayne Building is taken hostage, and gas is used to threaten the hostages. As the new enforcers fail spectacularly, the mayor is forced to call on Batman and Gordon once more—just as the city's most dangerous threat begins to unfold.

In "Creature of a Thousand Shapes!", Hawkman and Hawkgirl, Thanagarian officers on a cross-planetary manhunt, track a shape-shifting fugitive named Byth to Earth. With help from Police Commissioner Emmett, they adopt secret identities to blend in while pursuing the elusive criminal—only to find themselves drawn to Earth in ways they never expected.

In "The Figurehead of the Burning Sea!", Prince Jon races to rescue Asa after she vanishes into thin air, only to discover her spirit trapped within a wooden figurehead. With the sea ablaze and a volcano erupting behind him, Jon battles Jarl Eric in a hooded duel, then flees across storm-lashed waters with the figurehead in tow—sacrificing his last drink of water to bring her back to life. As the maelstrom churns and Eric’s ship sinks, Jon returns to Asa’s kingdom, where he is rewarded with a kiss.
