The Johnny Thunder of Earth-1 takes control of the Earth-2 counterpart's Thunderbolt after the Johnny of Earth-2 accidentally asks T-Bolt to transport him to Earth-1 to meet his counterpart (since he wondered if he had a counterpart there like the other heroes). The Earth-1 Johnny then goes back in time to prevent the JLAers from existing when they stop T-Bolt from committing crimes for him. After being defeated by the JSA later on, he has the Thunderbolt go back in time again to create a Lawless League (based off the JLA's origins) from his criminal associates to confront the JSA on Earth-1.
