The collection features storylines by writers such as Jim Shooter and David Michelinie, with art by George Pérez and John Byrne, as the team faces threats both old and new. It covers a transitional period for Earth's Mightiest Heroes, leading into the iconic Korvac Saga.
In "Operation: Galactic Storm Part 1 - It Came from Outer Space," Rick's vivid nightmare of the Kree's downfall leads him to reach out to Captain America, sparking a tense reunion. Before they can regroup, the pair is ambushed by Warstar, and Rick is taken aboard a mysterious alien vessel. There, the Supreme Intelligence begins forging a new weapon—Supremor—setting a galaxy on edge.
In "Operation: Galactic Storm Part 2 - Turn of the Sentry," the West Coast Avengers team up with Captain America to rescue Rick Jones, snatched by the Shi'ar. With Oracle using Rick to locate the Psyche-Magnetron, the team faces a colossal Kree Sentry guarding the device—leading to a high-stakes battle as the Shi'ar make their escape with a piece of the relic. Cap calls on Quasar, who leaps into space to follow the fleeing Shi'ar.
In "Operation: Galactic Storm Part 3 - The Tomb of Mar-Vell," Quasar investigates strange solar flares only to find himself caught in a high-stakes clash at the resting place of Captain Mar-Vell. As the Imperial Guard descends and grave robbers attempt to steal the legendary Nega Bands, Wendell must defend the tomb—though the true cost of the battle may be far greater than anyone expected.
In "Operation: Galactic Storm Part 4 - Shared Space," Wonder Man clashes with Captain Atlas, whose use of the Neg-Bands allows him to teleport unpredictably—each clash a dangerous game of shifting realities. With the Kree and Shi'ar on the brink of war and Earth caught in the crossfire, Captain America summons the Avengers to a critical summit, forcing even reluctant heroes like Simon to set aside personal distractions and answer the call.
In "Operation: Galactic Storm Part 5 - Storm Gatherings," the space-faring Avengers race to save the crew of the Starcore after a solar flare destroys the station, only to uncover a Shi'ar fleet manipulating a nearby wormhole that’s destabilizing the sun. As the Shi'ar attack, the team fights back, then splits under Captain America’s command—Hawkeye, now Goliath, joining Cap’s force while two other teams head to negotiate with the Kree and the Shi'ar, and one remains on Earth to monitor the crisis.
In "Operation: Galactic Storm Part 6 - Decisions in a Vacuum," the Avengers—led by Iron Man in his space armor—push deep into a Kree space station on a fragile mission to broker peace between the Kree and the Shi'ar. When Shi'ar commandos ambush them, the team is forced into a desperate fight, culminating in Iron Man's lone clash with the Kree warrior Shatterax, dispatched by the Supreme Intelligence. As the station's cold void looms, Iron Man faces a harrowing choice that could decide the fate of his teammates—and the future of interstellar peace.
In "Operation: Galactic Storm Part 7 - The War and the Warrior!", Thor and his companions find themselves caught in the crossfire of a sudden Kree assault while navigating Shi'ar space. Mistaking the Avengers for aggressors, the powerful Gladiator launches a brutal attack, forcing Thor into a desperate fight that ends with a costly victory—and the destruction of their only way back home.
In "Operation: Galactic Storm Part 8 - Twenty Million Light Years from Earth," Cap and the Avengers, captured on the Kree homeworld, rely on Sersi’s cunning to slip past their guards by disguising them as Accusers. While Iron Man, annoyed by tampered armor, takes off with Goliath in search of the central government building, the rest of the team struggles through hostile territory—only to be ambushed by Korath.
In "Operation: Galactic Storm Part 9 - They Also Serve...", the Imperial Guard descend on Earth with a mission to reclaim Warstar, Atlas, and Minerva, clashing fiercely with the Avengers left behind. After a clever ruse, they capture Captain Atlas and flee with him, leaving the remaining Avengers stunned and Minerva struggling to make sense of the sudden turn. Quasar arrives in time to intercept, but the bulk of the Guard escapes into the stars.
In "Operation: Galactic Storm Part 10 - Spatial Deliveries," Quasar and Her hold the line at the stargate near Earth's sun against the relentless assault of Neutron and Starbolt. As the battle winds down, Quasar makes a desperate move to save Captain Atlas from the Shi'ar, only for Voyager to intervene—teleporting the hero to a distant, unknown corner of the cosmos.
In "Operation: Galactic Storm Part 11 - Death Adrift," Lilandra’s desperate bid to strike at the Kree Empire sets the Starjammers on a perilous course when they agree to transport her massive Nega-Portal. When Wonder Man and Vision realize the device is actually a Nega-Bomb, they leap aboard to stop the mission—only to be stranded when the Starjammers jettison the bomb and vanish through a stargate. Now adrift in the void, the two heroes face the silence of space and the weight of their unintended role in a cosmic gamble.
In "Operation: Galactic Storm Part 12 - Assassination," the Avengers push forward toward the Kree government building, only to be ambushed by the Starforce under the Supreme Intelligence’s command. Amid the chaos, the dual Kree rulers are assassinated by Deathbird, and the Supreme Intelligence seizes control once more—declaring the Avengers enemies and ordering the Starforce to eliminate Lilandra in the Shi'ar Empire.
In "Operation: Galactic Storm Part 14 - Now Strikes the Starforce!", the Avengers face a sudden threat when the Kree Starforce descends on the Shi'ar Imperial Court with lethal intent, targeting Lilandra. With the fate of the empire hanging in the balance, the Avengers and the Imperial Guard must stand together against a brutal invasion—just as Lilandra begins to remember a hidden weapon, one she never meant to lose.
In "Operation: Galactic Storm Part 15 - Murder by Decree!", the Avengers make a desperate escape from the Kree homeworld, leaving Captain America behind. Taken before the Supreme Intelligence, Cap is forced to battle six of his most formidable enemies in a deadly trial—each fight a test of will, not just strength. With his life on the line and the Kree leader intent on absorbing his essence, Cap must outthink his foes and turn the arena into his own battlefield.
In "Operation: Galactic Storm Part 16 - Shi'ar Hatred!", the Avengers find themselves in the thick of a galactic crisis as the Shi'ar homeworld teeters on the edge of war. With the Kree Starforce captured, Earth under threat from a rogue Shi'ar stargate, and the Nega-Bomb vanished, tensions explode into open conflict with the Imperial Guard. Just as battle reaches its peak, a shocking revelation about Lilandra’s adviser throws the situation into deeper chaos—only for her to make a bold move, sending Ultimus to the Kree to seek peace. Meanwhile, Quasar delivers a critical update: the Nega-Bomb has been located.
In "Operation: Galactic Storm Part 17 - The Scorched Sun," as Earth's sun begins to vanish under the devouring force of antimatter unleashed by the Nega-Bomb, Quasar faces an impossible choice—letting the bomb pass through the stargate to save the planet. With time running out, Wendell attempts to redirect the energy into the Quantum Zone, but it’s Binary who steps forward, risking everything to restore the sun and halt the cosmic collapse.
In "Operation: Galactic Storm Part 18 - Big Decisions," Wondy and the Vision face a desperate stand aboard the stolen Nega-Bomb, now hurtling through Kree space as the Avengers close in. With time running out and the fate of entire star systems hanging in the balance, a moment of reckoning looms—choices must be made, and not all can survive.
In "Operation: Galactic Storm Part 19 - Empire's End," the aftermath of the Nega-Bomb's detonation leaves the Kree Empire in ruins, with Quasar arriving to find Thor barely alive and most of the Avengers dead. As surviving heroes like Captain America, Vision, and Wonder Man are revived from stasis—revealing the Supreme Intelligence’s twisted plan to breed a stronger Kree race—Iron Man leads a final assault on the Kree citadel, culminating in the destruction of their leader. With the empire shattered, Lilandra claims its remnants, and the Avengers prepare to return to Earth, while a Skrull vessel collects a shard of the fallen Supreme Intelligence.
After the Storm finds Steve Rogers reeling from the fallout of the Galactic Storm, questioning his role within the Avengers. Clint Barton tries to lift his spirits with a night out, but it's a candid talk with Tony Stark that begins to restore his resolve. Meanwhile, Crossbones has Diamondback trapped in a hidden bunker, setting off a chain of events that tests the team's unity.
