The issue was written, penciled, and inked entirely by Erik Larsen — as has been every main story in the series since its 1993 Image launch — with colors by Nikos Koutsis, flatting by Mike Toris, letters by Chris Eliopoulos, and editing by Gavin Higginbotham. The 'Oh! Canada' storyline grew directly out of the in-universe fallout from a Trump-analogue presidency and new anti-alien legislation that forced Malcolm Dragon's family across the border, a plot thread that Larsen had been building across several preceding issues. The cover itself underwent a last-minute revision: Malcolm was originally solicited without a beard, but Larsen updated the cover art before sending it to the printer so that his facial hair would match the continuity established in issue #227.
