Impulse tears across the cover in a blaze of crackling lightning, his yellow-and-red costume a blur of kinetic energy as he faces off against a villain riding a menacing hover-vehicle overhead — while shadowy figures lurk ominously in the background. The story title "Arrested Developments" promises plenty of trouble for DC's fastest teenager, brought to life by the creative team of Pasko, Gnazzo, and Stegbauer. Cover art by Humberto Ramos and Wayne Faucher captures the sheer, barely-contained momentum that makes this series such a fun ride in 1995.
