“Strategic Diplomacy”

In "Strategic Diplomacy," the G.I. Joe team faces a high-stakes diplomatic crisis when a newly formed island—beyond U.S. territorial reach—becomes a flashpoint in the ongoing war with Cobra. Written by Larry Hama and illustrated by Rod Whigham, with inks by Keith Williams, colors by George Roussos, and letters by Joe Rosen, the issue explores the blurred lines between military action and international law. The cover, by Mike Zeck and John Beatty, captures the tension as the Joes confront a twist that turns a battlefield into a sovereign state—thanks to a move that’s as legal as it is devastating.

As a result of the Joes' actions last issue, an island has been raised outside of the three-mile territorial limit of the U.S. The Joes have been ordered to kick off Cobra before they can claim sovereignty over it, but fail due to the Crimson Guard's (disguised as lawyers) actions under the Commander's orders while the battle is happening, which makes the island now part of Cobra, and in turn makes them a sovereign nation.
