G.I. Joe #11
G.I. Joe #11, written by Larry Hama and illustrated by Rod Whigham with inks by Keith Williams and colors by George Roussos, finds the team racing to prevent Cobra from claiming a newly emerged island just beyond U.S. territorial waters. When a high-stakes diplomatic maneuver orchestrated by Cobra—disguised as legal representatives under the Commander’s own orders—succeeds, the island becomes a sovereign nation under Cobra’s control, shifting the battlefield from combat to a new kind of war. The cover by Mike Zeck and John Beatty captures the tension of this pivotal moment.

As a result of the Joes' actions last issue, an island has been raised outside of the three-mile territorial limit of the U.S. The Joes have been ordered to kick off Cobra before they can claim sovereignty over it, but fail due to the C.G.'s (disguised as lawyers) actions under the Commander's orders while the battle is happening, which makes the island now part of Cobra, and in turn makes them a sovereign nation.
