Batman of Zur-En-Arrh, posing as Bruce Wayne in Failsafe's body, takes extreme measures against the criminals of Gotham, aided by Damian. Dick and Barbara call upon outside help to deal with Failsafe. Meanwhile, Bruce and the Joker are held as prisoners in Blackgate, and when Bruce plans to escape, Punchline releases all of the imprisoned Blackgate villains against him.
