The issue emerged from DC's Infinite Frontier publishing initiative launched in early 2021, which transitioned the main Batman title back to a monthly schedule after a bi-weekly run — a shift that prompted the dual-story format giving each issue both a main chapter and a backup feature. Tynion had already been building toward a Scarecrow-driven city-wide fear campaign since issue #106, and he used #107 to simultaneously advance that threat and satisfy reader demand for more Ghost-Maker lore by handing the backup to artist Ricardo Lopez Ortiz, whose kinetic, rougher linework contrasted deliberately with Jorge Jimenez's polished main-story pages. The Gardener's debut had been teased in DC's own promotional materials as a mystery figure connected to a 'key Poison Ivy thread' running across multiple 2021 Bat-titles.
