Mad Doctor Doom's relative, the witch Mad Madam Doom, foretells that his next meeting with Little Archie will be in the tropics, and that his red-haired nemesis will be surfing. Sure enough, a tropical storm strands the "Pride of Walvis Bay" outside Isle of Palms just as Little Archie is accompanying his father there on a trip. Thanks to the Mad Madam's prediction, Mad Doctor Doom is ready with a scheme to kill Little Archie, involving his flat-headed servant Slurch, a pizza-shaped surfboard, and a ravenous giant barracuda named "Big Barry."
