History

Peach Momoko conceived and drew the series entirely in Japanese, with award-winning translator and folklore scholar Zack Davisson handling the English script adaptation — a production pipeline unique in mainstream American superhero publishing. Momoko has confirmed that the Mutant Registration Act thread woven through this arc, including the legislative pressure that dominates #21, was planned from the very beginning of the series and was not an editorial directive; Davisson's contribution was largely in helping her find the correct Marvel nomenclature, such as suggesting 'Mutant Registration Act' when Momoko had originally written 'Mutant Law.' The broader series drew explicit creative inspiration from anime and manga properties including Puella Magi Madoka Magica, Serial Experiments Lain, Kamen Rider, and Devilman — a creative DNA that shaped the horror-infused tone and psychological stakes present in #21's Kageyama backstory sequence.
