Congress cuts off funding for Glenn Talbot's Gamma Base. In Israel, Hulk immediately finds himself under fire from the military. As Banner he befriends a young Arab boy, Sahad, but is enraged when the boy is killed in a terrorist attack. Mistaking his actions and alliances, the Israeli super-heroine Sabra goes on the attack but her poisoned quills fail to bring him down and Hulk leaves the city, leaving Sabra unsure of her actions in this confrontation.
