In the wake of funding cuts to Glenn Talbot's Gamma Base, the Hulk finds himself in Israel, where he's immediately met with hostility from the military. As Bruce Banner, he forms a quiet bond with a young Arab boy, Sahad, whose tragic death in a terrorist attack ignites the Hulk’s fury. When the Israeli superheroine Sabra confronts him, believing him to be a threat, her poisoned quills prove ineffective—and the Hulk vanishes, leaving her to question her judgment in a moment of uncertain allegiance.
In the scorched sands of Egypt, the Hulk joins forces with the newly introduced Arabian Knight, Abdul Qamar, in a clash against the ancient, malevolent deities Gog and Magog. Meanwhile, at Gamma Base, Colonel Talbot, defying orders, launches the secret War Wagon in a relentless pursuit of the Hulk, while Rick Jones arrives at Avengers' headquarters, desperate to find and rescue him.
