Peter becomes a patient in the "mad dog" ward of a psychiatric facility as he is trying to locate the wife of one of the Kingpin's goons who has threatened to turn her husband over to the police. Peter finds Vicki but can barely think straight, much less function, as he is being heavily sedated. Peter tries to lead a revolt on the ward but isn't very successful. Dr. Hope continues to work on the patient "Brainstorm" to convert him into an assassin for the Kingpin.
