Published with a cover date of February 1998 (Diamond on-sale date January 31, 1998), this issue was produced entirely by Erik Larsen — series creator, sole writer, penciller, and inker — with lettering by Chris Eliopoulos and colors by the I.H.O.C. studio team of Reuben Rude, Abel Mouton, Bill Zindel, and Lea Rude, with film output by Quantum Color FX. The issue also carries a back-matter character profile spotlight on SuperPatriot, and a pin-up by Vic Bridges and Chad Hunt depicting the Freak Force — a common editorial supplement Larsen used to flesh out the broader universe during this period. It falls within Savage Dragon Vol. 9: Worlds at War, the trade paperback collection that gathers issues #41–46.
