Dr. Strange senses Rom's other dimensional battle with the Dweller on the Threshold and flies in to help. The Living Tribunal, however, stands in Strange's way and tells him the balance of good and evil on the Earth has tipped too far to the side of the angels and he is not to interfere. Strange is forced to battle the In-Betweener while Rom tackles the Dweller on his own. Meanwhile, Brandy has been merged with the Starshine armor and begins to do Dredd's bidding by attacking her former friends.
