The Top tips the balance between the two groups of rogues by returning some of the reformed rogues to their villainous states of mind and then introducing his own band of rogues into the melee. While Captain Cold seemingly kills the Top, James Jesse leads the rogues to Digger Harkness' body and Ashley Zolomon, who is now being protected by Zoom.
