Writer John Francis Moore scripted the issue working from his own storyboards, which were then handed off to a large team of finishers — Mandel Alves Flor, Fabio Laguna, Al Rio, and Eddie Wagner on pencils, with seven inkers including Al Milgrom and Joe Rubinstein — reflecting the production pressures common to X-Men Unlimited's oversized quarterly format under editor Kelly Corvese and group editor Bob Harras. The cover was produced by Kerry Gammill and Dan Panosian. The story was editorially positioned to slot in after 'The Phalanx Covenant' crossover, with a chronology comment placing Cyclops and Phoenix between Cable #16 and #17, and Havok and Polaris between Excalibur #82 and X-Factor #107.
