The issue also serves as the full origin story of Neal Shaara, the third Thunderbird and the first Indian member of the X-Men, told through an extended flashback set in Calcutta against the lingering shadow of Bastion's Operation: Zero Tolerance. Chris Claremont, freshly returned to the X-Men franchise after nearly a decade away, used this oversized anthology issue to flesh out the backstory of characters he had introduced in the concurrent X-Men titles, grounding them in a human tragedy — a missing brother, a doomed romance — that distinguished them from the team's existing roster. Both Karima and Neal proved durable enough to remain in active Marvel continuity across multiple eras, with Karima eventually becoming a significant antagonist in the Krakoa-era books.

The issue was written by Chris Claremont (main story, 'New Dawn Rising') and Joe Pruett, with pencils by Brett Booth and Ron Lim, under editor Jason Liebig and editor-in-chief Bob Harras. It was released in April 2000 with a June 2000 cover date, during Claremont's high-profile return to the X-franchise he had defined through the 1980s. Rather than a standard backup story, the issue included a special bonus section of never-before-published artwork from across the X-Men line — including an alternate page from X-Men #100, a pulled Apocalypse page from X-Men Unlimited #26, and concept art for X-Man that had been dropped when a planned Age of Apocalypse team-up was cancelled — making it an unusually behind-the-scenes document of X-Men editorial production circa 2000. The issue was reprinted in full by Marvel in 2019 as True Believers: X-Men — Karima Shapandar, Omega Sentinel #1.
