The issue was written by Matt Fraction with interior art by Whilce Portacio — a returning fan-favorite penciler who had a celebrated earlier run on Uncanny X-Men in the early 1990s — and cover art by Terry Dodson and Rachel Dodson. The 'Five Lights' arc was constructed as the direct narrative successor to the 'Second Coming' crossover event, tasked with showing readers what a post-apocalyptic mutant world beginning to recover actually looked like in human terms; each installment spotlighted one of the newly emerged mutants. Kieron Gillen, who would soon become Fraction's co-writer on the series, is credited by multiple sources as a co-creator of the character concept alongside Fraction, and the Five Lights group was loosely modeled on the archetypes of the original five X-Men.
