Al Milgrom's cover for this September 1983 issue sets the stage beautifully: Spider-Man dangles upside-down from a web strand high above the city, caught between four looming figures — a darkly cowled man on the left, a blonde woman on the right, a hulking brute at center, and the Punisher standing armed on the rooftops below. With a story titled "Crime & Punishment!" and a cast this charged, Bill Mantlo and the art team of Al Milgrom and Jim Mooney clearly had something compelling in store for readers.
