New Teen Titans #14 is the pivotal middle chapter of the three-part 'Doom Patrol' arc that formally wove the long-dormant Doom Patrol mythology into the DNA of the Wolfman–Pérez Titans run, giving Changeling's tragic backstory its full narrative payoff. Four villains who would go on to anchor DC's Brotherhood of Evil for decades — Phobia, Houngan, Plasmus, and Warp — make their debut here, representing among the most consequential single-issue villain introductions in early-1980s DC. The issue also introduces Zandia, a fictional micro-nation that became a recurring setting in the DCU. History

The New Teen Titans launched in November 1980 with co-creators Marv Wolfman writing and George Pérez on pencils, and by issue #14 the two had developed a true co-plotting partnership, with this issue credited to both as plot contributors and Wolfman as scripter — notably Pérez's first co-writing credit on the series. The issue was edited by Len Wein with Mike W. Barr as associate editor, inked by Romeo Tanghal, colored by Adrienne Roy, and lettered by Ben Oda, with cover inks by Dick Giordano. The story grew organically out of a multi-issue subplot threading Changeling's grief over the original Doom Patrol's deaths through earlier issues, with Wolfman acknowledging in contemporaneous letters pages that he deliberately sidestepped the Bronze Age Showcase revival of the Doom Patrol to focus on the original team's legacy.
