The issue was written by Karl Bollers and Ken Penders, working from the creative framework of Sonic Adventure 2, which was itself designed by Takashi Iizuka, Shiro Maekawa, and Yuji Naka at SEGA. Crucially, it marks the return of Patrick 'Spaz' Spaziante as a full interior penciler on the main title — his first such assignment since issue #39, 'Rage Against the Machine' — with Ron Lim providing additional interior art. The creative team appears to have worked from an early pre-release build of the game, which explains a notable visual discrepancy: Sonic is drawn in his standard sneakers rather than the SOAP/Grind Shoes he wears in the final retail version of Sonic Adventure 2. Editor and Art Director J.F. Gabrie oversaw the issue.
