As the first installment of the ongoing series (following the four-issue 1992 miniseries), it locked in the Freedom Fighters premise drawn from the DIC animated series Sonic SatAM and established the Planet Mobius setting that would define Sonic's comic-book identity for over two decades. The issue also set the light, pun-driven, multi-story anthology format that shaped the series' early tone before later writers evolved it into more complex, serialized storytelling. For an entire generation of 1990s kids, this was the entry point into an expanded Sonic universe that no video game at the time could yet provide.

After the success of the 1991 Sega Genesis game, Archie Comics secured the Sonic license in mid-1992 and assigned editor Darryl Edelman to develop the title. An initial pitch for the first issue was rejected, leading to the recruitment of writer Michael Gallagher and artist Scott Shaw!, who were both given Sega Genesis consoles to study the source material alongside DIC's character model sheets and story outlines for both animated Sonic series. Gallagher composed scripts by sketching rough layouts for Shaw to build on — a workflow editor Edelman favored because each script also had to clear approval from both Sega and DIC before publication. Shaw departed before the miniseries concluded, and Gallagher's friend Dave Manak stepped in as the ongoing series' primary penciler starting with this issue.
