The Red Hulk ongoing series was conceived by writer Benjamin Percy after Marvel editorial introduced the 'One World Under Doom' event framework; Percy has stated his mind went immediately to Thunderbolt Ross as the character Doom would most want to neutralize before seizing global power. Percy and artist Geoff Shaw were paired based on their prior collaboration on the 'Sabretooth War' arc in Wolverine (2020) and on the Wolverine/Ghost Rider: Weapons of Vengeance crossover, with series editor Mark Paniccia overseeing the project. A prelude story by the same creative team ran in Incredible Hulk #19 — the milestone 800th issue of the Hulk line — to build narrative momentum ahead of the series launch in February 2025. Issue #2, titled 'The Great Escape,' was released on March 26, 2025, with colors by Bryan Valenza and lettering by VC's Cory Petit.
