Red Hulk #9 is a structural turning point in Benjamin Percy's 2025 series: after eight issues depicting Thaddeus Ross as prisoner and fugitive, the issue reasserts him as a commanding general, marshaling Deathlok, Machine Man, and Wildstreak for a deliberate offensive strike into Latveria against Doctor Doom and War-Wolf. The issue is notable for weaving together characters from across decades of Marvel's military and cyborg mythology — Simon Ryker, the classic Super-Villain Team-Up antagonist, Machine Man, Deathlok, and the long-dormant Wildstreak — into a single, coherent resistance unit during the One World Under Doom event. It also marks one of the most prominent uses of Wildstreak (Tamika Bowden) since her 1990s debut, rescuing a largely forgotten exoskeleton-wearing Black hero from the margins and giving her an ongoing narrative role. History

The 2025 Red Hulk series was launched by writer Benjamin Percy and artist Geoff Shaw as part of the One World Under Doom publishing initiative, the duo reuniting after their collaboration on the 'Sabretooth War' arc in Wolverine. Issue #9 brought in Gabriel Guzman as interior artist in place of the series' regular penciller Geoff Shaw, who continued on cover duties alongside colorist Marte Gracia; the interiors were colored by Bryan Valenza and lettered by Cory Petit, with Mark Paniccia editing. The issue was subsequently collected in the trade paperback Red Hulk Vol. 2: Mission: Latveria, which gathered issues #6–10 of the series.
