The 2025 Red Hulk series was conceived by writer Benjamin Percy after Marvel editorial briefed creators on the One World Under Doom event framework; Percy has publicly stated that the premise of a Doom-controlled world immediately pointed him toward Thunderbolt Ross — a man defined by patriotism and strategic obsession — as the ideal protagonist to resist Doom from the inside. Percy and artist Geoff Shaw had already collaborated on Marvel's 'Weapons of Vengeance' Wolverine/Ghost Rider crossover, making their Red Hulk reunion a pre-established creative partnership rather than a new pairing. Series editor Mark Paniccia arranged a prelude story in Incredible Hulk #19 (the milestone 800th Hulk issue) to set the stage before issue #1 launched on February 26, 2025, with issue #3 following on April 30, 2025.
