# Police Comics #99 An anthology issue featuring two main stories: In "Plastic Man Pulls the Stitches Out of Needles Noggle's Seamy Career," the hero faces off against the criminal Needles Noggle, who boasts he can sew Plastic Man up in his own shroud and challenges the hero over a newspaper article. Plastic Man investigates Needles' operations at a produce warehouse, ultimately thwarting the villain's plans. The second story, "The Spirit" by Will Eisner, follows a murder investigation where witness testimony becomes complicated; a note suggesting the District Attorney's key witness Frankie Green was murdered by Jordan's hired gunmen creates confusion, but further investigation reveals the handwriting proves to be a forgery and that Manhunter may be the true culprit.
