Boss Spring has been elected Mayor of the city by a narrow margin over the reform candidate, and vows that, from now on, things will be different in the city. City services, normally free, now have to be paid for. Police are told what they can do and what they can't. Uncle Sam is elected to step in and take care of the situation, but Boss Spring has him and Buddy arrested.
