The Five Years Later era that produced this issue was assembled by Keith Giffen, who took over plotting and penciling when Volume 4 launched in November 1989, bringing in husband-and-wife writing team Tom and Mary Bierbaum — both long-time Legion fans who had met through the Legion amateur press association Interlac — to handle dialogue and scripting. Giffen recruited the Bierbaums in part because their deep fandom served as a creative check on how far the darker, more politically charged reimagining could push the material. Issue #33 was written by Tom and Mary Bierbaum (without Giffen's plotting hand, which was becoming less involved by this point in the arc), with pencils split between David A. Williams and Chris Sprouse and a cover by inker Karl Story — an unusual cover credit that reflects the fluid, collaborative production environment of the late Terra Mosaic chapters.
