The issue also introduces the Reboot incarnations of Andromeda, Shrinking Violet, and Micro, making it the single richest character-introduction chapter of the entire post-Zero Hour relaunch. Gates in particular carried genuine ideological weight rarely seen in superhero comics of the era: an alien who considers the team a government-sponsored paramilitary death squad, yet eventually becomes one of its most memorable voices.

The issue arrived just a few months into the post-Zero Hour rebuild of the Legion's continuity, a line-wide reset that DC had engineered through the 1994 crossover event Zero Hour: Crisis in Time, which wiped the original Legion's 36-year history clean. The creative team of writers Mark Waid and Tom McCraw, penciller Lee Moder, and inker Ron Boyd had been stewarding the reboot from issue #62 onward, with Waid having co-architected the new continuity alongside McCraw and Stuart Immonen from the #0 origin issue. The 'Membership Drive' story structure — deploying Legionnaires to multiple worlds simultaneously to recruit planetary representatives — let the creative team introduce a cluster of new characters efficiently while establishing the political texture of the United Planets framework that defined the reboot era.
