To contain his new strength, the JSA designs a suit for him that looks like his grandfather's Steel outfit. Meanwhile, Superman visits his old friend Starman to try to find out the purpose for the Legion of Super-Heroes’ recent visit, and why Thom stayed behind. Back in NYC, Power Girl takes Nathan on a mission to free college students being help hostage. After the mission, Power Girl christens him Citizen Steel and Nathan reunites with the young survivors of his family picnic.
