Judge Dredd's identical clone, his "brother" Rico, returns from the penal colony on Titan, where he has served a 20-year sentence for corruption and murder. Now he seeks revenge on Dredd, who turned him in. In the subsequent gun fight, Judge Dredd draws faster and Rico is killed.
