An ice castle on a floe floats into the harbor. Its inhabitant, King Giant, demands taxes of fish from the inhabitants. No one has seen the king, but his loud and commanding voice keeps them from investigating further. When the King demands Chilly's hat, Chilly does some snooping and finds the king's secret.
