As Selina opens the East End Community Center she finds that Sylvia Sinclair has reformed the Alleytown Kids gang, but Sylvia assures Selina that the Center is off-limits. After the Center is blown up, Selina's sister Maggie and her husband Simon are abducted. Slam tells Holly that Xavier Dylan brought Maggie to Gotham. Dylan tells Selina that Black Mask is behind everything and that Sylvia is working for him. When the Alleytown Kids take Holly, Selina agrees to exchange herself for the hostages, but sets off a bomb to break free and knocks Black Mask off a balcony and Holly shoots Sylvia.
