The story begins with Bruce Wayne, presumably in the future, tied to a shattered bat signal with the city burning in the background. Back in the present Professor Pyg's gang battles with Commissioner Gordon and Batman and when Pyg's gang runs the two split up to chase them. Gordon chases a henchman and corners him on the subway tracks. Gordon fires on the armed assailant, but his shot hits an electrical box that explodes and ultimately causes two trains to collide head on. Newly hired Lt. Bard arrives on the scene with the rest of the GCPD and Gordon is arrested on manslaughter charges.
