The Leader is tired of Hulk's status as handicapped allowing him to get away with things like messing up his groceries while bagging and bad parking. He builds a "de-tard ray" to restore his intelligence. It works, and Hulk goes to Leonard Samson for counseling. He is advised to make amends to those he wronged. He explains to General Ross why he hates him and to Abomination why Marx was wrong. He apologizes to the Defenders, has a threesome, and explains to Iron Man the reason for the Hulkbuster armor. When Leader tries to talk away his intellect again, he turns the ray on him.
