The Silver Surfer #13
From 1970, this issue of Marvel's The Silver Surfer promises high-stakes city-street conflict in "The Dawn of the Doomsday Man!" — and the cover by John Buscema and Dan Adkins delivers the tension in full. The Surfer streaks upward on his board through an urban canyon while crowds scatter in panic below, all dominated by the looming red-armored figure of the Doomsday Man firing a blast of smoke and energy from the foreground. Stan Lee's scripts paired with Buscema's dynamic layouts made this original run something special, and this issue looks like a vivid example of why.
