From February 1963, this issue of The Flash promises a three-way showdown billed right on the cover: the Flash in full sprint, a smirking Captain Cold confident in his fur-trimmed blue parka, and the rubbery Elongated Man stretching acrobatically overhead — apparently siding with the villain against the Scarlet Speedster. Cold's boast in his speech bubble, trading his cold-gun for an unlikely ally, sets up the tension of "The Man Who Mastered Absolute Zero!" beautifully.
