A nervous accomplice and a sinister-looking Nagan look on as the cover's bold tagline, "Havoc is the Headmen!", makes clear who's running the show. Gil Kane's pencils, inked by Frank Giacoia and Mike Esposito, give the whole scene a wonderfully ominous energy that makes it hard to put down.
