Batman and Robin face a new villain Mirage, who has the power to make people see realistic illusions as distractions to cover his crimes. Meanwhile, Hamilton Hill has won the mayoral election after Reeves botched attempt to reveal Batman's identity. Reeves learns he was manipulated by Boss Thorne who wanted Hill to win the election. Also, Bruce reunites with Vicki, Dick meets a mysterious woman, and Bruce decides he can't continue as both Batman and CEO of Wayne Enterprises, so he steps down as CEO and names Lucius as his replacement.
