Milestone's Shadow Cabinet charges into issue #5 with a cover by John Paul Leon and Shawn Martinbrough that assembles the team in urgent, kinetic fashion — a red-suited hero lunges forward fist-raised, a dark-haired figure rushes alongside her, an armored warrior descends from above, a green-clad flier streaks in from the background, an owl sweeps across the foreground, and a lone silhouetted figure stands watch in the shadows below. Subtitled "Democracy N' Action," this 1994 Milestone/DC release promises the kind of ensemble superhero action the Shadow Cabinet does best, with Matt Wayne writing and Jason Armstrong on interior art. A fine chapter in one of the more thoughtfully assembled team books of the decade.
