Shadow Cabinet #0 served as the grand finale of Milestone Media's very first company-wide crossover, the Shadow War, and delivered the debut of the Shadow Cabinet as a fully assembled super-team on the page — making it the definitive first appearance of the group after a string of cameo-level build-ups across five preceding chapters. Beyond its structural importance to the Dakotaverse, the issue contains a pivotal narrative confession: Dharma, the team's precognitive leader, openly admits his direct hand in engineering the Big Bang, the catastrophic event that created virtually every super-powered character in the Milestone universe. This revelation reframed the entire Milestone line retroactively, giving its shared universe a moral center of gravity that few superhero imprints had attempted at such an early stage. As the culminating chapter of a crossover that was itself the product of a minority-owned imprint founded specifically to bring racial and cultural diversity to superhero comics, the issue carries outsized cultural weight relative to its modest production date.

The issue was written by Dwayne McDuffie and Robert L. Washington III, with interior art by John Paul Leon and Roberto Quijano, and a spot-varnished cover with a metallic fifth ink by Walt Simonson — an unusual production flourish for a #0 issue. It emerged from the Shadow War event that Milestone Media conceived as its inaugural line-wide crossover, running across Hardware #11, Icon #9, Blood Syndicate #10, Static #8, and Xombi #0 before concluding here; the event itself directly spawned the launch of both the Shadow Cabinet and Xombi ongoing series. Milestone Media had been founded in 1993 by Dwayne McDuffie, Denys Cowan, Michael Davis, and Derek T. Dingle — a coalition of African-American creators who structured a deal with DC Comics giving Milestone full creative control and copyright ownership while DC handled printing and distribution.
