Agent 99 brings a list of every Gestapo agent in the United States to President Roosevelt. Agent 99 then helps the FBI track down the names on the list, starting in Hollywood with the film director Garboil and his superior, Karl Vern. There he meets the Black Cat and Rick Horne. Together, all three stop Garboil’s gang. Rick becomes jealous when Black Cat gives Agent 99 a kiss.
