Nightwing #10 (cover-dated February 2017, on sale December 7, 2016) is the opening chapter of the 'Blüdhaven' arc — the moment writer Tim Seeley formally returned Dick Grayson to his classic pre-Flashpoint stomping ground under the DC Rebirth banner, restoring a geography and a street-level identity that had been absent from continuity for years. More concretely, it marks the debut of Shawn Tsang, the Defacer — a reformed graffiti-terrorist and former Bat-villain sidekick who becomes Dick's primary love interest throughout Seeley's run and one of the few wholly original supporting characters to emerge from the Rebirth era of the title. The issue also introduces the broader concept of the Run-Offs, a support group of rehabilitated Gotham criminals resettled in Blüdhaven, giving the arc a socially grounded hook that distinguished Seeley's take from the grimmer Chuck Dixon-era city. Taken together, these elements made #10 the effective creative relaunch of the series — reviewers at the time noted it read more like a first issue than a tenth.

The 'Blüdhaven' arc was a planned destination from the very beginning of Tim Seeley's Rebirth run: in a pre-publication interview with ComicsAlliance, Seeley confirmed that returning Dick to Blüdhaven was 'third on the list' of essential Nightwing ingredients he, Geoff Johns, and editor Mark Doyle distilled when mapping out the series. Artist Marcus To — who had been rotating with Javier Fernández across the early issues — took full pencilling duties for the arc, reimagining Blüdhaven as a tourist-heavy, neon-lit port city with an Atlantic City atmosphere rather than a straightforward dark-mirror of Gotham, a visual direction To described as deliberately different from what readers expected. The series was published twice-monthly under the Rebirth initiative, meaning the arc moved quickly and the full 'Back to Blüdhaven' story was complete by issue #15.
