The issue features two main stories by Frank Willard. In the first story, Moon Mullins encourages young Kayo to kiss Mamie goodbye, leading to comedic chaos when Kayo chases her around the house and accidentally splashes through a window. The second story, "Doggone!," follows a Board of Health dog pound vehicle driven by characters who encounter a runaway dog named Flash causing mayhem throughout the city. A third story, "Kitty Higgins," shows the young character engaging in various small business ventures, including trading a dog for a gun and bicycle, then attempting to profit from his accumulated goods.

When Red Herring and Flash Smith spot a hundred-dollar reward for Mrs. Buckingham's lost poodle, the two pals see their ticket to easy money—but first they have to deal with an angry Mrs. Buckingham who's already threatening them with Officer O'Leary after a ball incident, and Uncle Henry, who's been snatching stray dogs for the pound including one that looks suspiciously like the one they're after. It's a wild chase through the city streets with tools, a dog wagon, and plenty of close calls as Red and Flash scramble to find the pooch and claim their prize.
