Written by Don McGregor and illustrated with moody precision by Gene Colan, inks by Tom Palmer, and colors by Glynis Oliver, this pivotal issue captures the weight of justice and resistance. In "The Retribution Affair Part III: The Price of Retribution," Cyclops races against time to stop Master Mold from activating a virus designed to wipe out not only mutants but ninety percent of humanity. With the fate of two species hanging in the balance, Cyclops must confront the machine’s cold logic and the devastating consequences of its plan.
In "Panther's Quest Part VII: Battered Artifacts," T'Challa and Zanti return to the black township to confront Patrick Slade, only to find the town under sudden siege. As T'Challa speaks with Slade’s wife, Sarah, in the shop, soldiers descend, unleashing tear gas on the residents.

The issue went on-sale January 12, 1989, under editor Terry Kavanagh and editor-in-chief Tom DeFalco, with Mike Rockwitz as assistant editor. It was produced within the anthology's founding mandate — four eight-page stories per biweekly issue, with wraparound covers illustrating all four features — and the cover for this issue was drawn by Rob Liefeld, then an emerging Marvel freelancer about two years away from his New Mutants breakthrough. McDuffie's 'Overture' represented Marvel giving significant page space to a creator-originated concept that deliberately flipped the superhero genre on its head, foregrounding the working-class people who mop up after gods; that pitch's sitcom DNA is visible in the story's comedic framing through insurance salesman John Porter. The 'Panther's Quest' installment here is part of McGregor's return to T'Challa after more than a decade — his first major Black Panther work since the Jungle Action days — collaborating with Gene Colan and inker Tom Palmer.
