Five Legionnaires charge forward with fists raised and faces set with grim determination, only to find a massive, reaching hand thrust toward them from a fallen figure in the foreground — a striking image that gives the tagline "No Good Deed Goes Unpunished!" an immediate sense of menace and moral complexity. Greg LaRocque and Larry Mahlstedt's cover work crackles with energy, from the blue-haired woman in white to the red-and-gold-costumed hero at center, flanked by a yellow-skinned Legionnaire, a green-suited figure, and a black-and-pink-clad teammate. Paul Levitz was at the helm of this February 1986 DC series, and this issue promises exactly the kind of tension-laced heroism that made the Legion such a compelling team to follow.
