This volume collects issues #16-20 of the 2016 Green Arrow Rebirth series, as well as the Green Arrow: Rebirth one-shot. In this arc, Oliver Queen and Black Canary face off against the Ninth Circle, a secret society of bankers and financiers, while also dealing with the aftermath of the 'Hard-Traveling Hero' storyline and the rise of a new villainous threat in Star City.
