Written by Larry Hama and illustrated by S. L. Gallant, Ron Wagner, and Gary Erskine, with colors by Andrew Crossley and Thomas Deer, and letters by Shawn Lee, this issue features a cover by Herb Trimpe and Larry Hama.

The Joes have the Baroness under lock and key in the Pit III, and Destro plans a rescue attempt using Zartan and the Dreadnoks, due to the Commander's indecisiveness to do so. Mindbender wonders why Billy wants to be subjected willingly to the brainwave scanner so many times, not knowing Dr. Venom's consciousness inside the machine has taken over Billy. While Storm Shadow goes to free his sword brother Snake-Eyes from Cobra, Snakes attempts to free himself from the scanner's influence, chasing after Venom's consciousness inside.
